Program Specialist 2 – Workforce Education Services

Clark College is currently accepting applications for a full-time, project classified Program Specialist 2 (PS2) in the Workforce Education Services (WES) department. This position is a project position with a year-to-year contract (expected duration through June 30, 2025). Continuation is dependent upon annual renewal of project funding. The work schedule is Monday – Thursday on-campus, Fridays remote. The hybrid schedule is subject to change based on the needs of the college.

The PS2 position aims to provide college navigational support to students through the WorkFirst (WF) program administered at the Clark College main campus and located within the Workforce Education Services (WES) office. The WF PS2 will support all student recipients receiving Temporary Assistance for Needy Families (TANF) in Washington and serve as the secondary contact while assisting students with basic education assessment/advisement, intake referrals for English and a Second Language (ESL), coordination of Limited English Proficiency coursework through Basic Education for Adults (BEdA), Department of Social and Health Services (DSHS) program compliance requirements, and student retention activities in conjunction with the college's initiatives and mission.

JOB DUTIES AND RESPONSIBILITES:

  • Meet regularly with WF Basic Education students regarding WF program requirements
  • Provide follow-up with WF students to monitor participation, attendance tracking, and reporting
  • Utilize voice transcription services to assist ESL students with program requirements
  • Make referrals to other college resources and WES programs
  • Act as program liaison to provide consultation to program participants and community partners
  • Interpret, review, and apply program-specific policies, procedures, and regulations
  • Assess program needs and develop actions to carry out program activities
  • Work with WES administration for complete quarter reports and monthly program audits
  • Assist with updating WF program policies and procedures as needed
  • Communicate with community partners via contractor systems to maintain program compliance measures
  • Participate in community partner meetings and other events that support WES programs
  • Perform related duties as required.
 
POSITION REQUIREMENTS AND COMPETENCIES:
Candidates will be evaluated based on application materials, including the supplemental questions and personal interview(s), and will be required to demonstrate competencies in the following areas:
  • Associate degree AND two (2) years of experience in education, social services, public policy or related field OR Bachelor’s degree AND one (1) year of related experience.

  • The initial appointment will include a 6-month probationary period and the employee will earn permanent status after successfully completing probation. 
  • This position is represented by Washington Public Employees Association.

SALARY/BENEFITS: 

Salary Range: $3,643 - $4,865/month | Step A-M (commensurate with qualifications and experience) | Range: 42 | Code: 107I
Successful candidates typically start at the beginning of the salary range and receive scheduled salary increment increases.
