The Greater Vancouver Chamber of Commerce, in partnership with our sponsors will present our inaugural Women in Leadership Lecture (WILL) Series Afternoon Tea event on Tuesday, February 27th. This series of events focuses on the female leadership in Clark County and beyond, with the goal of creating a space to cultivate and celebrate the leadership qualities of professional women committed to excellence, collaboration, and tenacity.

Event Overview and Timeline: 

On February 27th, 2018 we will welcome guests at 3:00 p.m. in The Annex ground floor, with a non-profit social hour to support Every 28 Days. We are asking attendees to donate a gently used purse full of feminine hygiene products which will go to women in need through Share. The reception hour is sponsored by HAPO Community Credit Union.

At 4:00 p.m., guests will move to The Annex event space on the 3rd floor of Union Chapel to enjoy a full afternoon tea service with specialty foods from Simply Thyme Catering and a mix of hand crafted tea prepared by Jennifer Peterson, a certified tea specialist.

During the tea, our emcee Lisa Schauer of PointNorth will welcome guests and introduce our host, Lee Rafferty. Lee will moderate between our two featured speakers, who will share their leadership experiences within seven focus areas: upbringing, education, challenges and adversity, career pathways, mentorship, passions, and life-balance. Our speakers, host, emcee, and sponsors exemplify the saying, "When there's a WILL, there's a way."

Following the afternoon tea will be a VIP reception (including a beverage) at 5:00 p.m. on the 2nd floor mezzanine for an opportunity to connect with speakers, attendees, and hear briefly from Mei Wu of SmartRG, our VIP Reception Sponsor, on bridging the leadership gap.


Lee Rafferty, the WILL host and former Executive Director of Vancouver's Downtown Association and 2017 recipient of the Chamber's John S. McKibbin Leadership Legacy Award. Introducing Our Speakers: 

Stacey Graham

Stacey Graham has served as President of the Humane Society for Southwest Washington (HSSW) since 2013. A native of the Pacific Northwest, Graham's career spans 40 years leading for-profit and nonprofit organizations.

After working in the Oregon Legislature and Governor's Office, she served as National Publicity Manager for Georgia-Pacific in Atlanta, Georgia. For 12 years, she was a partner in Warren Clark & Graham advertising agency before returning to Oregon as a brand strategist and marketing consultant. At Vancouver-based First Independent Bank, Graham was Chief Strategy Officer and Executive Vice President. She joined the bank to lead the rebranding effort of a 100-year old company. When Sterling Bank purchased First Independent, she stayed on as a Senior Vice-President and Transition Executive for one year.

Graham joined the HSSW team charged with creating a sustainable and effective business model. HSSW launched a 5-year, $6 million capital campaign in 2013 to build an endowment providing equipment upgrades, animal care and population management tools, recruitment/retention/training for staff and volunteers, and to fund property improvements and building maintenance. By December of 2016, the campaign had raised $16 million in planned giving endowment pledges and $1.8 million in new cash gifts, grants, and pledges. 

Graham's community service includes serving four years on the Stayton City Council as Council President, and on the boards of the Clark County YWCA, Nonprofit Network of Southwest Washington, Metropolitan Family Service and Northwest Pilot Project among others. Today, she is the Chair of the Fort Vancouver National Trust Board, on the board of Portland Radio Project, and is a founding member of the nonprofit empower women+girls.

Anne McEnerny-Ogle

In November 2017, Anne McEnerny-Ogle was elected to a four-year term as Mayor. Anne served on City Council from January 2014 through December 2017. She was also Vancouver's Mayor Pro Tem from January 2016 to December 2017.

Anne earned a Bachelor's Degree in Education from Southern Oregon State College in 1974 and a Master's Degree in Education from Lewis and Clark College in 1976. Anne retired after teaching 30 years in Lake Oswego Public Schools and serving as the chair of the mathematics department. During this time, she was a consultant to numerous school districts in Washington and Oregon, presented her work at state and national mathematics conferences, and served as editor and author for Oregon's State Math journal. She was a college and university lecturer and continues to supervise student teachers. 

Anne has been honored with several awards such as the Iris Award and the Leadership Clark County Outstanding Alumnus Award. She currently carries many assignments including the C-Tran Board of Directors, the Columbia River Economic Development Council, being Vice Chair of the Southwest Regional Transportation Council, and more. She is a volunteer with the Community Military Appreciation Committee and Neighbors on Watch, while also belonging to the Assistance League of Southwest Washington, Clark County Historical Society, Clark County League of Women Voters, East Vancouver Business Association, Uptown Village Association, and others.
